This is a big WordPress topic. Here are a few suggestions for picking a framework: Genesis, Builder and Headway. Also consider Canvas, Bootstrap, Fusion and Bones. I got this from a YouTube video shown below.

Headway is drag and drop, Genesis is deep and code-centric (requires a steep learning curve) and Builder is somewhere in between. Headway sounds great because it is easy but you may not get exactly what you want.
