To sign up for the free Power Apps Developer Plan go here. You will need a work email address. Hotmail and Gmail are not considered to be work email addresses. You can also sign in from this page as well.
Once you sign up and go to Power Apps you will see a menu like the one shown here at the left. Click on it to enlarge it so you can see it better.
